United Service Institution of India is organizing the Annual United Nations Forum 2023 on 'International Humanitarian Law and Peacekeeping' in New Delhi

 The United Service Institution of India (USI), established in 1870, is organizing its annual UN Forum 2023 in New Delhi from November 21 to 22. The forum, themed 'International Humanitarian Law and Peacebuilding,' is organized in collaboration with the Red Cross International Committee and the United Nations Peacekeeping Training Centre.


Contemporary UN peace missions are rapidly deployed in volatile conflict zones, emphasizing the importance of adhering to principles of International Humanitarian Law (IHL). While applying IHL standards poses challenges in modern conflicts, addressing the actions of non-state actors, urban warfare complexities, and the blurred lines between combatants and civilians become crucial.

Against this backdrop, the forum aims to facilitate a dialogue on the relevance of implementing IHL frameworks in UN peace campaigns and discuss the implications of boundaries. Sessions will explore topics such as civilian protection, accountability for crimes against peacekeepers, the role of women in peace campaigns, and leveraging technology for more effective operations.

The forum will feature practical perspectives from educators and professionals with direct experience in addressing peacebuilding challenges. Distinguished speakers from the Indian Armed Forces and the Ministry of External Affairs will present keynotes. The forum will span two days with the following sessions:

Session 1: Practicality of IHL principles in peacebuilding amid situations involving non-state actors and urban warfare.

Session 2: Analysis of obstacles in ensuring the security of civilian mandates and harmonizing IHL standards.

Session 3: Discussion on legal frameworks and measures to enhance the security of peacekeepers when targeted.

Session 4: Focus on gender-inclusive peacebuilding and challenges faced by female peacekeepers.

Session 5: Examination of the use of data analytics, AI, and advanced surveillance technologies for more effective peacebuilding.

The program will conclude with a comprehensive session aiming to consolidate insights on peacekeepers and recommend strategies for integrating IHL into UN peace campaigns. The discussions during the forum can contribute to developing training modules and policy frameworks for more effective peacebuilding, ensuring the rights and security of peacekeepers and civilians.
